The WEB.DEP primary aim is to establish an important communication and information management network hosted by the National News Agencies of the Western Balkan countries. The project involves policy makers and stakeholders from Western Balkans such as relevant Governmental Organizations (Ministries), Public News Agencies and citizens into the e-Democracy processes, supported through a unified environment, under a set of specified procedures and a common code of ethics.
This will be achieved by reaching the following specific objectives:

| Establishing the WEB.DEP Network: Establish a complete communication network, comprising of the relevant ministries, the public news agencies and social bodies which will process and develop e-Democracy key issues |  | Establishing a ‘single area’ of communication: Setting-up a single area of communication, for sharing visions and experiences, practices and activities between the governmental institutions and the shapers of public opinion from one country into the other | 
| Bringing together the ‘core players’ such as public news agencies, relevant governmental organisations as well as involve the citizens of the Western Balkans Countries |  | Increasing awareness, by organising events & communication channels in order to strengthen and further explore the WEB.DEP network to a wider audience primarily in the Western Balkans and eventually in the EU25, Bulgaria, Romania, Turkey by sharing experiences through the WEB.DEP forum and by creating liaisons with existing related initiatives |  | Enhancing co-operation in the broader area of the Western Balkans in a view of facilitating gradual integration at a pan-European level |
The specific activities to achieve the above objectives are:
- Critical thematic areas will be identified (i.e. related to health, justice, investments, transports, customs) by the News agencies following consultations with the respective governmental organisations and taking into account citizens opinions.
- Based on the above, the WEB.DEP communication environment will be established featuring the WEB.DEP repository where relevant news items provided by the agencies will be stored.
- Each thematic area will be populated with the various relevant European policies, regulations, institutional proposals (i.e. Chambers, Unions of Workers, Scientific Associations, Academic Institutions, Inquiring Centres, Local Self-government, Non-Governmental Organisations, citizen initiatives, etc).
- The data will be processed in a way as to compose various forms of electronic 'referenda': Policies are to be detailed in units and chapters in order to feature the positions of the various institutions in complete alignment with the initial presentation of the issues presented by the state authorities. The news agencies’ journalists and other participants are to be appropriately trained so as to avoid distortions and exclusions. Should there be any questions, gaps or unclear points, the competent officials will be informed immediately.
- An important aspect of the project is to work towards establishing a link between the WEB.DEP environment and the parliaments of the Western Balkans. It will serve as a useful tool that facilitates parliamentary control, strengthens the technocratic approach to key issues and supports parliamentarians with specific data from the European Union and its agencies. The action’s support from the EU delegations in each country is a critical factor for its effectiveness.
- Of equal importance is a series of communication initiatives, common for all the Western Balkans, aimed at activating public opinion, involving the various agencies and providing specialized information to the journalists, technicians and researchers who wish to contribute to the network’s regional and local proliferation.
