The WEB.DEP project proposes a cross-border approach in order to establish an important communication and information management for Western Balkans hosted by collaborating National News Agencies.

This will be technically achieved through the establishment of a common and interoperable repository, an open communication system monitored by the European Commission and its national delegations, which would allow any civil organization and/or citizen to submit complete proposals, plans or simple ideas for democratic integration, social reconstruction, development, education and culture, health, emigration etc.

A key issue in this process will be the active involvement of the national journalistic communities and the interconnection of news agencies and journalist unions in European communication directions.
The role of journalists in the management, conveyance and flow of information will be of fundamental importance. Their contribution to disseminating the results of the social dialogue will mark the overall success of this endeavour. As such, the participation of news agencies and journalists’ unions is predominant in this project: news agencies, as state-managed media, will serve as the backbone of news distribution, while journalists’ unions, as independent bodies, will ensure that professional standards are upheld. Their bilateral cooperation will ensure the successful implementation of a modern observatory of the progress attained in the Western Balkans. By having complete and thorough access to news and information concerning each country, the EU bodies will be called upon to contribute in a unified and balanced manner to the democratic integration of this sensitive region.

The project is organised in six workpackages (WPs) combining the necessary partners and expertise for assuring the successful execution of the aforementioned activities. The leadership of each WP is determined by the principal interests and expertise of the project partners.

  • Project Management (WP1) will monitor the overall performance of the project, and assess conformity of the results with the project scope and goals. It will ensure alignment of technical and dissemination activities, and efficient administration of project resources. WP1 Deliverables:

  • Baseline Definition (WP2) aims to provide an overview of the current status in the region with respect to existing structures, practices and initiatives regarding critical issues for WEB.DEP, by prioritising the issues upon, and means, functions and procedures with which WEB.DEP will intervene to promote its objectives, to define the actors in WEB.DEP to define the technology infrastructure to be used for the deployment of the WEB.DEP Community Forum and Communication mechanism. WP2 Deliverables:

  • WEB.DEP Communication Environment (WP3) main objective is the implementation of the thematic portal, which will constitute an effective content management solution for handling large volumes of multimedia content (Text, Picture, Video, and Sound), offering a complete and secure electronic environment for storage, management and delivery of public information. WP3 Deliverables:

  • WEB.DEP Community (WP4), aims to provide a detailed analysis and description of the issues upon, and the means, functions and procedures with which WEB.DEP will intervene to promote its objectives, to define the actors in WEB.DEP and their roles in the Community to a Work-flow detail level, and to raise important expertise for applying e-democracy and co-operation and creating a paradigm by the operation of the WEB.DEP Forum and infrastructure.   • Dissemination & Liaison Activities (WP5), which extend throughout the project’s lifecycle, involving the organisation of four workshops in order to promote and facilitate the dissemination of the results. Furthermore, the WP will make use of a range of tools in order to effectively disseminate the project results such as a web-site, electronic and printed newsletters, press releases, articles etc. Finally, the WEB.DEP Community Environment (Web portal) will be deployed and operated forming a web-based tool for easily, safely and systematically accessing the information (i.e. related to health, justice, investments, transports), which News Agencies and respective governmental organizations produce and deliver for use by citizens, equipping them with the knowledge to participate further in the democratic process. The WEB.DEP portal will aim at providing focused guides and links to critical thematic areas (populated with the various relevant European policies, regulations, institutional proposals), in an advanced and interactive manner. In addition, a simple WEB.DEP web site, will be set up to promote and disseminate the project generic directions and findings. WP5 Deliverables:

  • Evaluation of Project Results (WP6), aims to review and access the progress of the project towards the objectives set in a measurable way. WP6 Deliverables:
